The Data Conservation Law relating to electronic communications and public communication networks (Law 25/2007 of October 18)establishes that operators of prepaid mobile telephone services must keep a record stating the identity of customers. The data may be required by order of a judge, in order to detect, investigate and prosecute serious crimes.

This provision came into effect on November 9, 2007. As of that date, people who buy prepaid cards are required to identify themselves in the registry of the operators.
